I would say yes; but if you are using a skill saw I'd reduce the amount of exposed blade to twice the material thickness and wear a really good mask, safety glasses with face shield.

can this be used to cut green concrete ? (only 1old concrete)

Not sure what you are asking but we used it to cut a slab of concrete that had been poured a few weeks prior and it was like a hot knife through butter. Very clean and smooth cut.
