Do these write on black paper?

They do, the color that pops up the most is the yellow one, looks really cool, neon like.

Can refills with 0.8mm-1mm ballpoint tips be used with these pens?

Are these pens washable?

I didn't get mine on my clothes, so I'm not sure about how it would come out of fabric. I did get some on my fingers and it washed off.

The Tutti Frutti pens are not. However, the "Yummy Yummy Scented Glitter Gel Pens" are (and they are scented like assorted fruits, the caps of which show the fruit scent. Also, the "Set of Super Duper Scented Gel Pens" contains 12 glitter pens (plus 6 neon, 6 pastel). I found the glitter and neons are the best -- a couple of my pastel shades don't lay down ink evenly.
