Can you plug this barn light in like a lamp?

Of course you can, however this light comes on when it is dark outside, therefore you have to place a tape over its sensor, so it would think that it is dark outside.

The location I am installing at only has the hot wire and neutral wire. Do I need to connect the ground wire?

You should always ground, it’s just safety so ground it to the metal box. The light will work it’s just safety it’s low electricity but still could kill ya.
