If I taped the top of a plastic riser or stand, would it keep my glass bongs from sliding ?

#1. Instead of covering the stand, use 3-4 rubber self-stick bumpers (see link) on the bottom of each bong. If you make frequent use of your bongs, eventually you will not care or notice if they fall on to the floor and shatter, as long as you still have one left.

can this be painted with acrylic craft paints?

It is cloth like surface. Paint will stick. Permanently -if not subject to soap and water

Can light pass through the white tape? I need to dim some outside lights that I can't replace the wattage of the bulb

Be careful if you do this. The bulbs or fixture may overheat and the tape will probably break down, if these are incandescent bulbs (which get hot). You might do this with LED bulbs. You say you cannot "replace the wattage of the bulb" and I don't really understand that, unless you meant "reduce". Without knowing why that is true I must opine that reducing the wattage is a better solution to your problem.
