I'm not a gardener but, I use it both ways. If I'm planting new or repotting I mix it in.With older plants I'll loosen the topsoil mix with water. It's like cooking use it to taste.

To be honest I am not sure where they did the tests but this was mined in Utah and I am not sure how far their mine is from where they did the tests. Also, yes this has been tested for heavy metals.
