The media could not be loaded.  Well packaged they arrived with no problem. I tested them and all 6 are 100%.Pin 11 is the anode.Pin 1 is 1Pin 2 is 2Etc...

5 of the 6 worked properly, one will strike but won't stay on. Packaging was ok, wish it was a little more boxed. Overall good, works as expected. Lab bench pulling 12V 62mA for the NCH6100HVs input. Can't complain for ~30YO +- 20Y hardware.
