Yes these can be used in longboards. I wrote a review about these bearings. They are fantastic for longboarding. Hands downs some of the best I have ever had.

Is this listing for an 8 pack or 16 pack of bearings? What mm are they?

8 pack. Enough for a single board (4 wheels), standard 608 (Outer diameter of 22 mm). While far from an expert on inline skates, as I recall, most are 608 fitting for the wheels even on skates. As the previous reviewers mentioned, it'll be two packs for skates. Seeing as these aren't ABEC (deeper rails and the unusual count of 6 ball bearings), made from stronger steel than the cheap chinese, they'd probably work well for inline skates as well.

Are they good for fidget spinners?

I would imagine that they would be. These are very good bearings as are the standard bones Swiss. And since they won't see as much dirt/dust in a fidget spinner, they'll last forever with little to zero maintenance.

how often do i have to clean them?

It's hard to say. The seals are pretty good, but if you skate when the ground is damp or otherwise wet, you'll still get fine dust and dirt in them. Anytime they sound like they're grinding they should get cleaned.
