will bumper plates fit on this sled?

Bumper plates may be utilized with the Valor Fitness Agility Sled. You can see an example of bumper plates in use in the gallery images where the exerciser is pushing the sled from the rear. Keep in mind that since bumper plates are generally much thicker than traditional Olympic plates that the amount of plates that will fit onto the vertical post will be more limited.

Are there any models that can be used on both concrete and grass?

It is recommended that the ES-SLED be used on grass or turf. The ES-PS and the ES-SW have skid plates which allow it to be used on concrete, however with any sled used on concrete may still encounter scratching with the skid plates. We do recommend that sleds be used on grass or turf to extend the life of the equipment. You are able to use them on concrete, but keep in mind the damage that may be caused.

Can this fit non Olympic weights on it. Is the bar width small enough?

No only holds Olympic style weights
