Q: What are the items that come with the price listed: the robe; ...belt? ...hat?.. beard?

The costume came with the robe, belt, beard, wig, and hat. The hat was substandard and looked like a moonshiner's hat. I bought a separate one which was must better. I also separately bought the staff which turned out to be too short and flimsy. I made it longer and reinforced it with dowel rod and "Great Stuff" spray to solidify it. End result was really good.

Q: 5'6" wear 2x or 3x - would XL fit without the belt?

The belt is a long piece of fabric with a "D" ring on the end. The whole things is very oversize. At 5'6", you might have to hem it. I am 6'3" and it ends a bit above my ankles.

Q: Is an adult size or kid size?

The Gandalf costume I received was adult sized. However, it was small on me. I suppose a big kid could wear it.
