Can you put this bit in a standard screwdriver and rotate it by hand to trim the tube ends? Thanks!

It's a 5/16 bit, so if you have a 5/16 bit driver, sure. But you won't get very far doing it by hand. This bit works best under running water and 700-1000 rpm. If you do this by hand you may still be screwing in the year 3020. Or 2030. Either way, a long time from now.

Is the bit suppose to cut both inner and outer tube?

Yes, it does a fantastic job. Make sure you keep your drill at proper angle. Use high speeds to take off access material and low speed for the fine tuning.

If i want to purchase a different bearing because of what i have read about bearing failures and being too small, what is the id of the bearing?

The answer I do not know to that but I can tell you is you pop the shielding off of the side of it and grease this bearing with a lil bit of silicon lube and maintain it like this say cleaning it in rubbing alcohol and re greasing it after say every 24 hrs of accrual use it will never fail. The reason Bearings fail is lack of lubricant that's it. I personally have this and the bearing is very free spinning and has no such problem.
