Can it be used in an eye?  (i'd rather use natural than the nighttime moisturizer (mineral oil and pertoleum  in my eye for dryness.)

Many of the over-the-counter dry eye products contain petroleum and mineral oil. They wouldn't be allowed to be sold if they were dangerous. It's probably the percentage of each in the suspension of the product that's important. But you will find those ingredients in many of the eye products sold over the counter.

Is the bottle glass or plastic?

Plastic.  I was expecting a pump top as pictured but its basically a large squeeze bottle.  I'm very disappointed and sending it back myself.

Does this have a strong oder?

It does have a scent. It's not strong but it's not neutral either. It also has a slight flavor. The scent and flavor are perfumey and not of coconut.

Can you use this in a sugar scrub recipe?

It really depends on your recipe. Yes, you absolutely can use this. It's similar to olive oil in how it behaves in that kind of recipe. Mixing this with sugar (or salt) will result in something very nice, no different than the oil-based scrubs with olive oil you find in the stores, except without the stuff you don't want in there. You could also use unrefined coconut oil, the kind you find in the grocery store that is solid at room temperature. Except that your screen name indicates you might live in the South, where coconut oil may be liquid at room temp because it's hot lol. That will create a creamier product, but one that is relatively unstable due to the fact that the oil can melt and re-solidify, causing the salt or sugar to clump at the bottom. If you want a creamy product, look to using whipped cocoa, shea, or mango butter, combined with fractionated coconut, argan, or jojoba, and of course your salt or sugar. Or finely-ground coffee... hmmmm...
