What gauge are the ring connector cables?

By "ring connector cables" I presume you mean the output cables from the transformer to the battery connector. By eye I'd say they are 14 gauge. Using a cable sizing app that would be correct for the 12v 2a output from these units.

Will this charge 2x12v lipo (24v) batteries in series?

It is for a 12 volt system; not a 24.

Which wire is negative, the ribbed or soft?

On mine the ribbed is negative. It goes to the black battery connector clamp which attaches the the battery
