how much weight will it carry?

I do not carry heavy load in it because the bin is made of plastic. However, I thank you can easily carry a 25 to 30 pounds at a time with no worries. I hope that this helps somewhat!

Can I use it as a laundry/shopping cart?

I see no reason you could not use the cart for laundry. If your grocer allows such an apparatus for grocery shopping, I assume it would be okay.

Are you able to pull this up steps?

For me, the handle would be too short to pull up the steps. It is fine on a flat surface or on an uneven surface. I am 5'6".

Is any assembly necessary?

The only thing that I had to assemble was the handle. Even I could do that.
