Does this come with its own software to view TV or do I need to download that elsewhere?

There is a configuration utility to set up for cable, digital, analog input, etc. Based upon that, a list of channels are displayed by which to view

Does it work with Windows 10?

I had it running on a Beta version of Windows 10 without any problems but haven't tried on the official release. It should work fine.

Does this work with win7 Media center and Over The air hd antenna?

Yes it works with windows 7 media center we use it on that. We have also used a hd antenna and it works great

What file format does this record to?

Depends what software you use with this hardware... I use widows media player (windows 7). As i recall it comes with a software driver that used it's own format. I would guess that it is compatible with other software also....
