It's not spinning even though 3 other spinners near it spin okay when the wind blows. What can i do to get this to spin?

I don’t know what type of glass this is. I would say yes to freezing weather, but I live in the NW where our winters are milder.

Doesn't spin? What's up with a spinner that doesn't spin?

The glass ball is quite heavy as is the metal holder, so wind doesn’t make the spinner move, but a person manually spinning the device does make the glass ball appear to go up and down. But it is not a wind spinner. The glass ball suspended in its holder is pretty when the sun shines on it.
