yes but it will spread when you heat it. It worked great for me. Try it first the 2 might spread to 3 when you heat it.

Does this work on blacktop

It worked great on my asphalt parking lot.

Can I apply in cold weather?

Black top itself needs a surface temp above 40F

What is the recommended application temperature?

I used a propane torch connected to my grill propane tank. It provides a wide flame to melt the tape and burn off the plastic film. No idea what the flame temp is.
