Is it stainless steel under the gold plating?

I don't know the answer to the question you asked but it doesn't feel like metal at all it feels more like a cheap plastic Don't waste your money I regret buying it you can't even make out that it's a Lion Save your money!

Is this hypoallergenic?

Not technically, because it is simply gold plated and not solid gold—HOWEVER—I have VERY sensitive skin & I will get a rash from anything that is not solid gold or surgical steel, and this necklace has NOT affected me at all. I wear it EVERYDAY and I’ve been very happy with the fact it has not caused any rash or discomfort. Hope that helps...

It's not metal at all! it's a cheap piece of plastic not worth it at all!
