Why They say 48 inches long but they are actually shorter more like 3 ft long??

YES, I found out they were about two to three inches shorter when I got mine. Very irritating. Sent mine back. I did find longer ones after alot of research.

What is the exact material?

I would say they are a blend of some sort. I don't have the package anymore. Not 100% cotton. That's all I know. I like mine, I put them on my chucks (low tops) and they fit great.

Will the 15mm be long enough for dc graffik court shoes?

I use these for my low top chucks and they're perfect. 14 eyelets per shoe. Hope that helps
